Oxfam CEO 'deeply ashamed' over Haitian prostitute claims

The global development secretary has said the government will end funding to Oxfam unless the charity shows "moral leadership" and hands over all its information on its aid workers' apparent use of prostitutes in Haiti.

In the latest revelations, the Sunday Times reports more than 120 workers for Britain's leading charities were accused of sexual abuse in the past year, "fuelling fears paedophiles are targeting overseas aid organisations".

But, he did admit that whilst he was "not informed" about the allegations of sexual misconduct levelled at Oxfam, DFID "did report the matter to various regulators and to the Department of International Development" they "did not specify the nature of the allegations or the nature of the misdemeanours that had taken place".

"With regard to Oxfam and any other organisation that has safeguarding issues, we expect them to cooperate fully with such authorities, and we will cease to fund any organisation that does not", Ms Mordaunt said in a statement.

Meanwhile, Oxfam is facing further allegations, reported in the Observer, that its staff used prostitutes in Chad in 2006.

Charities, including Oxfam, have been told they will have funding withdrawn if they fail to comply with authorities over safeguarding issues.

Ms Mordaunt told BBC1's The Andrew Marr Show that the failure to pass on information to relevant authorities shows an "absolute absence of leadership".

Ms Mordaunt said she would write to British charities working overseas demanding they declare any problems relating to the duty they have to protect their staff and the people they work with from harm and abuse - so-called "safeguarding".

He added: "Everybody - the 25,000 staff and volunteers - are compromised by this, the hundreds of thousands of people who support Oxfam every month are compromised by this, and to everybody I apologise".

"If they do not hand over all the information they have from their investigations to the relevant authorities.then I can not work with them".

If Oxfam doesn't fully cooperate "then I can not work with them anymore as an aid delivery partner", she said.

"Moreover, we received positive references from former Oxfam staff - in their individual capacities - who worked with him", including from a human resources staff member, a spokesman said.

During the probe, Oxfam dismissed four staff members and another three resigned, including van Hauwermeiren.

"I think we should have been open that there was sexual misconduct and that involved the use of prostitutes", he said.

Ms Mordaunt has written to all United Kingdom charities which receive United Kingdom aid urging them to declare any safeguarding issues.

However, the minister said Oxfam did "absolutely the wrong thing" by not reporting the detail of the incidents to the government.

Oxfam has denied allegations that it tried to hide that some of its staff paid prostitutes in the aftermath of the natural disaster.
