Senate leaders announce budget agreement, hike in Pentagon spending

"I am taking this time because I think we have an opportunity now that is nearly matchless we are in a moment when we can all come together to do something really good for the country", Pelosi said.

Just before the deal was formally made public, House Democratic Leader Nancy Pelosi of California announced she was opposed to it, and while she didn't encourage her caucus to vote "no", her statement raises questions about whether there will ultimately be enough Democratic support in the House to pass the bill.

House Minority Leader Nancy Pelosi said she would oppose the deal because it does not include protections for the Dreamers, young undocumented migrants brought to the U.S. as children.

"We support funding our troops, but growing the size of government by 13 percent is not what the voters sent us here to do", the group said on Twitter Wednesday.

Later Wednesday, the Senate still plans to vote on the House-passed standalone defense funding bill, which is expected to fail at a procedural vote. According to The Washington Post, the budget plan will add more than $560 billion dollars in federal spending between continuing tax breaks, an increase in military spending and funds pledged toward domestic programs the Democrats wanted included in any budget.

The budget agreement "does not have my support, nor does it have the support of a large number of members of our caucus", Pelosi said, as reported by AP.

A broader budget deal may be added to the legislation, HR 1892, before a Senate vote.

A group of lawmakers of both parties is putting increasing pressure on House Speaker Paul Ryan to make a commitment to bring immigration legislation to the floor and allow an open debate like the Senate.

McConnell and Schumer announced an agreement Wednesday to avoid a second government shutdown, but Pelosi says the immigration issue stands in the way.

The Democratic leader has dropped his push to use the budget talks to extract concessions on immigration from Republicans, leaving aside threats to shut down the government over the issue. Chuck Schumer, D-New York.

"If we don't change it, let's have a shutdown", he said.

Neither chamber's funding plan addresses immigration - particularly the Deferred Action for Childhood Arrivals (DACA) immigration program, which has become a flashpoint in recent congressional funding negotiations. That means as many as 100 Democratic votes may be needed to get it through the House.

In addition to long-term military funding, the bill would allocate $131 billion to civilian programs, including $20 billion for infrastructure programs such as rural broadband, clean water, and roads.

Lawmakers need to work out a spending measure before Thursday to prevent another government shutdown.

House GOP appropriators unveiled the short-term spending bill, known as continuing resolution (CR), that would also fund the military at increased levels through the rest of the fiscal year, which ends September 30.

Democrats had previously insisted that any budget legislation must address immigration, including specific protection for young, undocumented immigrants who were brought to the USA as children.
