Europe must lead the way in pushing for nuclear disarmament after Washington proposed upgrading and expanding the United States' nuclear arsenal, German Foreign Minister Sigmar Gabriel said Sunday.

The report said the USA strategy for China is created to "prevent Beijing from mistakenly concluding that it could secure an advantage through the limited use of its theatre nuclear capabilities or that any use of nuclear weapons, however limited, is acceptable".

Officials say the addition of low-yield weapons will counter Russia's perceived belief that it could use its own low-yield weapons against the United States in a limited "first-use" basis that would provide an advantage to Moscow in a low-level conflict without causing US nuclear retaliation.

The US Defense Department's Nuclear Posture Review released on Friday outlines the Pentagon's nuclear ambitions under President Donald Trump, while spelling out how it foresees nuclear threats in the coming decades. John Rood, Undersecretary of Defence for Policy, said: "There is no automaticity to this policy", when asked how the U.S. would manage responses to cases of "extreme circumstances".

Low-yield weapons are smaller, less powerful bombs with a strength below 20 kilotonnes.

"Expanding flexible USA nuclear options now, to include low-yield options, is important for the preservation of credible deterrence against regional aggression", the report says. It named China, Russia, Iran and North Korea, as potential threats.

Andre Drummond makes All-Star team as injury replacement
A person with direct knowledge of the injury has told the Associated Press that Wall could miss six to eight weeks. But by Tuesday evening, the announcement was made that Drummond would fill the void.

The defence ministry spokesman said China's nuclear arsenal was the minimum needed for national security.

In a statement issued by China's Ministry of Defence on Sunday, the United States was urged to drop its "Cold War mentality" and not misread its military build-up.

It calls for a "lower-yield" options for ballistic and cruise missiles launched at sea.

It is the first time since 2010 that the United States military has outlined its perception of future nuclear threats. Late a year ago it denounced Washington's updated defence strategy and urged the U.S. to abandon "outdated notions".

According to reports, the review of US nuclear policy has already riled Russian Federation, which viewed the document as confrontational, and raised fears that it could increase the risk of miscalculation between the two countries.
