The text will enter the federal register, and is not too dissimilar to a draft previously released as part of FCC chair Ajit Pai's plan to show the public how the commission works.

According to Recode, once the text of the repeal is published in the U.S. federal register, net neutrality defenders can then file lawsuits against the FCC for its decision, one which many say will throttle the internet for less well-off Americans.

AT&T, other telecom companies and industry trade groups sued to block the rules, arguing the FCC exceeded its authority in approving the regulations.

Pai has not yet publicly given a reason for his decision, but some press reports attribute his decision to security considerations. This was meant to be a "candid conversation" and would have been moderated by Gary Shapiro, president of the Consumer Technology Association. Ohlhausen is still scheduled to attend the event.

But CES hosts the FCC's chairman annually thanks to the agency's prime role in policies concerning consumer electronics devices, so his absence would be unusual.

In an interview with Digital Trends, Shapiro did not expressly say why Pai had canceled but he did say that Pai and his family "have been subject to vicious and direct attacks and threats" in the past.

Mr Pai has attended the Las Vegas trade show for the past five years, but this would have been his first appearance as head of the FCC watchdog. This move has made him unpopular with most of the country except for executives at internet service providers, to whom he's got close personal ties.

Last month's FCC meeting that included a vote on net neutrality was interrupted by a bomb threat prompting security officials to briefly clear the room.

We've reached out to the FCC for comment on why its chairman was not available.

Pai has been targeted by death threats on social media after his agency approved to strip Obama-era net neutrality rules.
