The IPL Governing Council hiked the salary budget of the franchises from ₹66 crore to ₹80 crore for next year's auction, tentatively set for February.
The minimum spend will be 75 per cent of the salary cap for each season.
Chennai Super Kings and Rajasthan Royals were banned for two seasons from the Indian Premier League after some of their team owners were charged for corruption by the Supreme Court. That means a franchise not opting to directly retain any player will still be allowed only a maximum of three RTMs at the player auction. CSK will have to primarily choose between R. Ashwin, Ravindra Jadeja and Suresh Raina or a foreign player such as Dwayne Bravo in whom the Chennai team continues to have faith.
The players of CSK and RR were shifted to new franchises, Rising Pune Supergiants and Gujarat Lions.
Dhoni played for Pune for the last two seasons as a stop-gap arrangement.
The BCCI has allowed an IPL franchise to retain or secure five players through the Right to Match (RTM) clause. The BCCI has eliminated the "soft cap" concept wherein teams were previously permitted to have private deal with players on their fee.
The governing council of the tournament came to the conclusion that the IPL franchises will be able to retain a maximum of five players through a combination of pre-auction retention and Right To Match (RTM) cards.
In the secured players, a team may pick a maximum number of 3 capped Indian players, maximum of 2 overseas players, and a maximum of 2 uncapped Indian players.
In the meeting on Wednesday by IPL governing council along with the Committee of Administrators (CoA) discussed the IPL Player retention policy, salary cap, player regulations and other related issues. If a player (X), who played for team (Y) in the previous season, is acquired by another team (Z) in the auction, Y can use their RTM card and get X for the same amount of money for which Z bought him.
If there is no retention before the player auction then franchises can choose three players through RTM.

If the franchise retains one player: The cost of the player will be 12.5 crores INR.
