It appears several people were hit by a Home Depot truck in Lower Manhattan around Hudson Street and Chambers Street shortly after 3 p.m., according to WPIX. He said he then heard seven to eight shots and then police pointing a gun at a man kneeling on the pavement.
"There are several fatalities and numerous people injured", the New York Police Department said on Twitter. The guy with the two guns, for some reason, was running around.
Reports suggest that a vehicle drove onto a bike path, hit several people, and then the driver opened fire.
Police chased the man after he got out of his truck and shot him.
A witness said the truck also collided with a small bus and one other vehicle. "A lot of people on the ground", Yi said. At that point, the suspect, who was "displaying imitation firearms", got out of the vehicle and was shot by New York City police, ABC News reports. I didn't see any gun. Multiple law enforcement officials tell ABC News that the suspect in custody has been identified as 29-year-old Sayfullo Saipov from Tampa, Florida. The office of New York Governor Andrew Cuomo said the governor was heading to the scene.
People took to social media to report that they were hearing gunshots. The White House said President Trump was briefed by chief of staff John Kelly on the incident in lower Manhattan and "will be continually updated as more details are known".
The incident happened in the area of Chambers and West Streets in the upmarket TriBeCa neighborhood.
Mr Trump later tweeted: "In NYC, looks like another attack by a very sick and deranged person".
