Fisher and her husband will adopt Tannah after being her foster parents for two years.

Tannah's friend Miss Jackie Alexander, an office manager at Tannah's school, called her to the office to give her the news she had waited years for.

A security camera captured Tannah's reaction, and the video was uploaded to social media.

Alexander also writes that she knows the family and has watched them fight to adopt three foster children that attend the school where she works. "It was like 'Ah!' I was like screaming", Tannah Butterfield, the girl, told KUTV.

Footage shows Tannah launch into Ms Alexander's arms after learning she was going to her "forever home". Barely 15 percent of minors that enter the foster care system will ever be adopted, and more than 100,000 children are waiting to be taken in permanently by families, according to the latest available data from the Child Welfare Information Gateway.

Tannah's mom, Jennifer Fisher, is grateful the school security camera recorded the moment.

"I just grabbed her and I just said 'Honey, oh baby have you heard the news?' And she said 'What?' And I said 'You get your family".

"We were just shocked", Jen Fisher said. "I just kissed her up one side and down the opposite side". "It resembled 'ah!' It resembled shouting", she said.

"It's the biggest thing that ever happened to me", Tannah said.

"All that excitement, joy and happiness that you see in Tannah went right through to me", Alexander told NBC News. "A moment needed after waking up to another morning of devastating news on t.v.but a sweet reminder today that life can be and still is lovely in spite of it all".
