Trump visited relief camps meeting the survivors and distributed supplies even throwing paper-towel rolls into the crowd.

The president also remarked that the island should "be very proud" of the death toll of 16 - which has since been upped to 34 - as it's low compared to Hurricane Katrina.

Trump's trip to the USA territory of Puerto Rico, normally a fairly routine show of presidential empathy, took on an outsized political meaning. About half do not have access to fresh drinking water.

In an interview with Fox News late on Tuesday after he toured Puerto Rico, Trump said: "They owe a lot of money to your friends on Wall Street and we're going to have to wipe that out".

Cruz denounced the federal government for its sluggish relief efforts and begged for additional aid.

The island's governor Ricardo Rossello said he hopes 25% of electricity customers will have power by the end of October. "And that's fine. We've saved a lot of lives". We will help Puerto Rico rebuild from the storm.

During the hours he spent in Puerto Rico Tuesday President Donald Trump threw paper towels to needy people and handed out flashlights while joking "you don't need them anymore", despite the fact that 94 percent of the island still has no power.

The residents of Puerto Rico are very happy with the visit of Trump, as they believe it will strengthen their efforts to rebuild the hurricane hit area.
