Tillerson says United States in contact with N. Korea over possible nuclear talks

Nuclear Disarmament or Non-Proliferation Regime

Washington has opened channels to North Korea to find out if the regime is ready to talk about giving up its nuclear weapons, Secretary of State Rex Tillerson said Saturday.

Tillerson, speaking at a press conference in Beijing, said the U.S. made it clear through its direct channels to North Korea that it was seeking peace through talks.

The State Department has since said USA diplomats have "open channels" for communicating with the North Koreans, after Secretary Tillerson said during a visit to China Saturday that the U.S.is "probing" talks with North Korea.

"We are probing so stay tuned", Tillerson told a group of reporters in Beijing. "We're not in a dark situation, a blackout", he said from the residence of the USA ambassador in Beijing.

"The governments of South Korea and the U.S. are working closely together in maintaining channels of communication with North Korea", Cheong Wa Dae spokesman Park Soo-hyun said, adding that the allies are working on the shared goal of bringing Pyongyang to talks through sanctions and pressure.

"Direct talks are good news during this time of increasing rhetoric as the channel could be used to avoid miscalculation", said Anthony Ruggiero, a senior fellow at the Washington, D.C. -based Foundation for Defense of Democracies.

"We can talk to them".

One goal of his trip to Beijing, where he spent less than 12 hours on the ground, appeared to be pressing China, North Korea's chief financial backer, to bring the North Korean leader to the negotiating table.

China, Pyongyang's most important ally, on Thursday ordered North Korean companies in the country and joint ventures with Chinese firms to close within 120 days of the passing of the latest round of United Nations sanctions on September 12.

Tillerson met with President Xi and other top Chinese officials to discuss US-China relations and the crisis with the DPRK. "Whether through diplomacy or force is up to the regime @StateDept".

Another day, another chapter in the ongoing escalation of tensions between the United States and North Korea.

About 28,500 US servicemembers are based in the South.

Trump ramped up his rhetoric against North Korea when the United Nations General Assembly convened on September 23, saying that "rocket man" Kim Jong Un was on a "suicide mission", and that if he did not back down, the USA would "have no choice but to totally destroy North Korea". "They're a little overheated right now, and I think we need to calm them down first".

In August, Mattis stressed the importance of the nation's diplomatic efforts, particularly through the United Nations, but in September he warned the U.S. would meet threats from North Korea with "a massive military response".

State Department spokesperson Heather Nauert tweeted about the U.S. channels to the North Korean government shortly after Trump's tweets Sunday.
