Before the budget can make it to Gov. Scott Walker's desk, it must first pass the state Senate. The ASsembly passed the budget on Wednesday. The budget was supposed to be done by July 1 but GOP infighting over road funding has delayed the process.

The Wisconsin Assembly sent a $3 billion incentive package for Taiwan-based Foxconn to Gov. Scott Walker this week, signing off on a deal to lure the electronics giant to the state with the biggest subsidy to a foreign company in US history.

Kapenga, Stroebel and Nass - who are all from southeast Wisconsin in or near the Milwaukee suburbs - issued a list of demands on Wednesday they said had to be met to secure their vote for the budget. Sen. One would make repeal of the prevailing wage for state construction projects effective immediately.

Vos threatened Thursday that his chamber would not consider the budget again if the Senate made changes to it.

Senate Majority Leader Scott Fitzgerald, R-Juneau, said he has five or six senators who still have concerns regarding the budget, according to Wisconsin Radio Network.

Now, Sens. Steve Nass, Duey Stroebel and Chris Kapenga are demanding a number of major last-minute changes.

Nass, Stroebel and Kapenga wrote a memo demanding amendments that would prohibit UW from spending $4 million on diversity training for students and faculty; raise the income eligibility for the statewide voucher program to 300 percent of the federal poverty level; repealing the state prevailing wage on January 1; and forbid municipalities from imposing any wheel tax not approved through a referendum.

Democrats have assailed the budget as a missed opportunity that benefits the wealthy since it would cut income taxes primarily paid by high earners but not reduce income taxes across the board or for poor working families as Walker had urged. The budget would repeal it on September 1, 2018. It sends $639 million more to K-12 public schools and imposes a new fee on hybrid vehicles.

Republican Reps. Scott Allen, Janel Brandtjen, Bob Gannon, Adam Jarchow and Joe Sanfelippo voted against the budget.
