Authorities outside Houston are urging residents of Brazoria County to evacuate immediately due to floodwaters from Harvey that breached a levee, the Reuters news agency reports.

Two other Houston reservoirs are overflowing, despite a controlled water release that aimed to prevent flooding downtown. He said the county is trying to determine where the water will go, specifically from the north end of the Addicks reservoir.

At least one person already made the California/Texas connection.

With almost 2ft more of rain expected on top of the 30in that has fallen so far in some places, authorities anxious the worst might be yet to come. County officials issued a mandatory evacuation order on Sunday for the entire western half of the county.

By Tuesday morning, more than 9,000 people were at the city's largest shelter set up at the George R Brown Convention Centre - which originally had an estimated capacity of 5,000.
