Illinois Lawmakers Override Rauner Veto of 911 Fees

Illinois House Speaker Michael Madigan D-Chicago thanks House members following a vote to adopt a spending bill amendment in Springfield Ill. on Friday

There is more work that needs to be done. Let's keep up the good work.

The logjam is the result of a political standoff between Republican Gov. Bruce Rauner, elected in 2015, and Democratic House Speaker Michael Madigan, a Chicago Democrat who has held the office for more than three decades.

The House is in session Sunday, though, and is expected to vote on a "revenue package".

Downstate Republicans were generally supportive, and only one area representative - freshman Rep. Brad Halbrook of Shelbyville - voted no. Others - including Bennett and Reps. Bill Brady (R-Bloomington) to the Minority Leader post, succeeding Sen.

The Prairie State's last annual budget expired two years ago.

And John Cullerton, Senate President, complains about the dysfunction in the House, saying, "We're waiting for these issues to be resolved, to come out of the House - that's why were frustrated too". "It's damaging to communities I represent".

But the days of being able to get by are coming to an end. They said they were making progress and asked S&P for leeway.

Durkin said he couldn't predict if a budget will happen by midnight.

People who rely on government for assistance have felt the pain.

Without a budget, the state comptroller will be unable to cover basic services ordered by courts, road construction shuts down, Powerball ticket sales have halted, and the state's credit rating could be downgraded to "junk".

"We have to do something".

Moody's Investors Service, one of the key rating agencies, recently downgraded the state's debt, or "general obligation bonds" in credit-speak, to Baa3 status. "And now we need your help to get us across the finish line'". "If you lose your accreditation, it affects your students and employees", Bennett said.

If the General Assembly can't agree on a compromise budget by midnight, IL begins its third straight fiscal year without one.

The House will be back in session on Saturday where they are expected to finally vote on the spending plan and tax hike bill.

The proposed spending doesn't address the state's $15 billion bill backlog.

Taking the floor after the vote, Madigan thanked Republicans for their support: "I think it's a good step forward, a step we can build upon".

The Chicago Democrat wants Rauner to sign an education funding overall, OK insurance-rate regulation in workers' compensation and more. Members on both sides credit Radogno for spearheading a compromise effort in the Senate's Grand Bargain.

What was in House's bill?

A $36.5 billion plan to rebuild Illinois' crumbling finances passed a critical test on Friday, but a final deal hasn't been reached. Debts, pension debts and annual deficits pile up as citizens flee the state: The U.S. Census Bureau reports that more than 37,000 people moved out of IL in 2016, the biggest loss in the nation.

"Eastern Illinois University and Lake Land College are vital to Coles County and to our Illinois community". The board is among 21 state election authorities the U.S. Homeland Security Department confirmed were targeted by Russian hackers during the 2016 election.
