People were seen running from the area near the large shopping area in the centre of the city.

The Latest on the blast at an Ariana Grande concert in northern England.

A police spokesman said: "A man has been arrested at the Arndale Centre". Around 300 people ran as fast they could out of the building's West exit.

She said: "It was frightful - he started smashing glass and armed police turned up". Police had begun removing the cordon and workers were slowly being allowed back into site, he said.

"I think all of them have families", said the man, who declined to be named, standing outside with his partner and son.

A 23-year-old man has been arrested at the Arndale Centre but it is not connected to last night's bombing. An explosive device went off outside the concert hall.

The Prime Minister is now making her way to Manchester to meet with its mayor Andy Burnham and the local police. Fifty nine people were injured in the attack.
